[Solar-talk] I18N question

How does Solar choose a local file to display, is it based of the request headers of the browser?

Also at the moment my browser is recieving Latin1 (ISO-8859-1) charset, Is it possible to configure the charset  in the config file/ $config array.    Solar::start($config); As I need to work with Unicode.
