Well, bad news.  I tried a short test script using mail() and it  
didn't send (but didn't generate an error either).

Looks like mail() won't work on these particular servers (WebFaction  
is the host):

   <http://forum.webfaction.com/viewtopic.php?id=296>

So it looks like we need to hack DokuWiki to use PEAR Mail,  
SwiftMailer, or some other alternative.
