Like editing the trac.ini file to actually *turn on* the spam- 
prevention plugin?  Yes, and done.  ;-)

I deleted all the existing tickets in the system too.  I didn't see  
anything in that mass of spam that needed to be retained, but it is  
entirely possible I missed something.  I kept a copy of the database  
in case we need to restore something, just let me know.
