That is the proposal, yes.

Leaving it up to individuals. There's a metric buttload of JS libs
out there, and Solar picking one of them as the "official" one is
(was) shortsighted.
Having said that, we do want to leave the generic JS lib helpers in
place, things that help load the libs at the right time, etc.
They'll probably need refactoring though.
