We want *some* barriers; otherwise, any random joe who decides that
"free SVN and Trac space" seems like a good deal will come calling.
I think everyone who's on the list now, who has actually contributed
one way or another, has earned a place in whatever initial setup we
end up with. But I also think that future arrivals will need to
present a similar level of commitment (or commits ;-).
So yeah, there's a social-political component. We can work that out,
I bet; what do you guys think about all this?
