And now I've un-committed it; too much strangeness ensues in further  
tests.

Have made new commits based on Clay's plan instead; to wit, modify  
publicHref() helper to look for '://' in the HREF and use that string  
literally instead of passing through Solar_Uri_Public.  Mea culpa,  
and sorry to cause confusion; I should have tested more thoroughly  
before committing.  This is what happens when I get in a hurry.  :-(
