[Solar-talk] ActionList improvements

I've observed two things when using the ActionList helper:
1. A selected action in the list doesn't have a link. This may sound
ok in many cases, but when you have a secondary navbar (a subnabvar or
a context navbar, I don't know the correct name), the primary must
always have a link (to return to the main page of the primary action),
while it is still the "visually selected" one.
2. To allow high customization that works on all major browsers, some
classes are needed for the first and last items on the list. I
couldn't make a specific list look how I wanted without those classes;
looking around I've seen that these classes are often used. However,
as I'm not sure how much this is necessary for designers, I will keep
observing if other lists need them; if their absence is a real
restriction for designers; I think they should be added as an option.
I've adapted the ActionList helper to support both options. But since
they bloat a bit the purity of the original helper, I ask what should
we do in a case like this, when a simple helper can be ok but a
slightly more advanced one is required by so common uses.
